The song was originally written by Sia for Rihanna, but she rejected it and Sia finally decided to sing it herself. Too bad for Rihanna.

MAKE UP= Cosmetics apply to your face so it gets certain colours supposedly to make you look better (sometimes it just doesn't make the trick). To put on your make-up, or put your make-up on means to apply those colours onto your face.

I HIT THE DANCE FLOOR= (coll.) I start dancing on the dance floor (the place for dancing in a disco). To hit a place is to go there, especially to make the designed use of it. For example "Hit the road, Jack, and don't you come back no more, no more, no more" is a straight invitation to leave me and get out of my life forever (see song here)
I GOT= (coll) I've got, I have.
I AIN'T GOT= (slang) I haven't got, I don't have.
CASH= (coll.) money. The literal meaning of this word is money which is in coins and bank notes, but in colloquial English it is often used as a general equivalent for money.
BILLS= (AmE) bank notes (cash which is in paper and not coins)
CHEAP THRILLS= A thrill is something that is exciting, that makes your heart pump faster. A cheap thrill is something exciting but which gives you no real satisfaction. But by the context of this song I guess Sia is using this expression to mean something exciting which is not expensive, otherwise she wouldn't love it.
THE BEAT= The rhythm of the music.
KEEP= Continue (always followed by -ing)
GOTTA= (coll.) I've got to, I have to, I must.
HIGH HEELS= Shoes with very high heels (see picture)
