Explanations

FOREIGN AFFAIR= /fɒrɪn əf*/ The governmental office in charge of foreign relationships. AFFAIR= A romantic and sexual relationship, sometimes one of brief duration, between two people who are not married to each other. So a "foreign affair" may be an affair which happens abroad, in a foreign country.

REACH= Get there, go there.

INTIMATE= /ɪntəmɪt/ private, marked with close familiarity and/or involving a sexual relationship.

A LAGOON PAR LA MER= (French) In a lagoon by the sea. A lagoon is A shallow body of water, especially one separated from a sea by sandbars or coral reefs (see picture).

DRIFTING= To be carried along, gently, by water, air or your own imagination.

MYSTICAL= Of spiritual significance and feeling.

WISHFUL= Having or expressing a wish or longing (so it's not real).

EMOTION= Feeling.

HUSH= Silence.

TWILIGHT= The moment just after the sunset or just before sunrise, when the sun is below the horizon but you can still see its light (it literally means: two lights).

LOCOMOTION= The act of moving from place to place.

PRAYER= A conversation (or talk) with God, often asking for something you desire.

Meaning

"Foreign affairs" refers to the activities of a government concerned with its ongoing foreign relations, foreign policy, diplomacy, and international representation. A Minister of Foreign Affairs, or "foreign minister", is a cabinet minister who helps form the foreign policy of a sovereign state. But also, "an affair" is a romantic and sexual relationship, sometimes one of brief duration, between two people who are not married to each other. So in this song the two ideas probably overlap: we can think of a man sent abroad on an official mission who is having an affair with a sexy foreigner in a Paradisiacal island down in the tropics. It is all like a dream: the landscape, the weather, the emotions... it's like "floating on air". The continuous repetion at the end is meant to be entrancing.
