YOU'RE NOT TO BLAME= It's not your fault.
DON'T YOU FEEL= Don't feel. The imperative doesn't use a subject, but if we want to be emphatic we use YOU:

Now she feels totally devastated.
In the song, a friend of her tells her that she mustn't worry, that everything will be ok and she will be happy again, and that losing him was the best thing for her (because he was the wrong man).
