When an active verb is complemented by a direct and an indirect object, the equivalent passive may have the direct object as subject, but it usually has the indirect one.


    they gave her some flowers (we're talking about they or maybe it is an impersonal "they", see note above)
    some flowers were given to her  (we're talking about the flowers)
   
    she was given some flowers   (we're talking about her)
